Our Prime Minister Narendra Modi launched Garib Kalyan Rojgar Abhiyan on 20th, June 2020 to boost employment and livelihood opportunities for migrant workers returning to villages in the wake of the covid-19 outbreak.
Garib Kalyan Rojgar Abhiyan was flagged off from the village Telihar, Block Beldaur, District Khagaria, (Bihar) on June 20 (Saturday) by video conference in the presence of chief ministers of all states Bihar, Madhya Pradesh, UP, Rajasthan, Jharkhand, and minister of Odisha.
Honorable minister of finance and corporate affairs, Nirmala Sitharaman said that the first priority of Garib Kalyan is to meet the immediate requirement of workers who have to go back to their district.
By providing them livelihood opportunities that’s why so many different schemes with rural components have been included.
Skill mapping of migrant workers is also doing under this scheme because most of the migrant workers want to work in their own States.
It will be implemented in 116 districts in 6 states such as Uttar Pradesh, Madhya Pradesh, Jharkhand, Odisha, Rajasthan, and Bihar. which saw the maximum number of migrant workers returning over the last three months.
It focused on the implementation of 25 different types of work to provide employment and to create a durable infrastructure.
Rs. 50,000 crores worth project to be implemented in a mission mode campaign in 125 days in 116 districts of 6 all States.
It is a skill-based job scheme mainly targeted at migrant workers who have returned to their villages to avoid the distress of covid lockdown.

Industry groups will be formed near villages towns and small cities for making make different products from local produce and packing things cold storage facilities to be developed at the cost of 1 lakh crore to store farm produce locally.
It is the government’s endeavor through which poor people will get work near their homes. This Abhiyan will provide immediate relief to the family job of migrant workers while creating infrastructure in rural areas.
It is of great necessity that high speed and cheap internet be provided in every rural household to help the youth and children. the Prime Minister said it is the first time that the rural areas are using more internet than the urban areas.
The covid-19 lockdown left million migrant laborers migrating across cities in inhuman and compelling conditions.
It was a human tragedy, faced with life and livelihood problems, many of them started to leave in groups to their native places, many on foot. thus, a person like this was a much-needed of this Garib Kalyan Rojgar Abhiyan.
The intent behind the Garib Kalyan Rojgar yojana seems noble and much-needed one. The programme ‘s success depends on whether its benefits meet migrant workers in time and whether it can revive rural demand as quickly as possible.
For the development of different work, the government has established 25 work areas for employment in villages. the basket of the wide variety of works will ensure that each migrant worker is able to get an opportunity of employment according to his skill, in the coming 125 days.
By the Scheme of Garib Kalyan yojana 25 works are covered such as;- Gram Panchayat Bhawan, Communities Sanitation Complex, Water Conservation, and Harvesting Work, works under Finance Commission Funds, National Highway Works, Plantation including through (CAMPA) Funds, Construction of Wells, Horticulture, Rural Housing (PMAY- GRAMIN) Gramin Rural Connectivity PMGSY and Border Road Works, Anganwadi Center, Railway works, Shyama Prasad Mukherjee Rurban Mission, laying up Fiber optic cable under Bharat Networks NET, work under Jal Jeevan Mission, PM-Kusum works, works under PM-Urja Ganga project, training through KVKs for livelihood, Solid and Liquid Waste Management work, work through District Mineral Funds, Farm Ponds, Poultry Sheds, Cattle Sheds, and Vermicomposting.
Garib Kalyan Rojgar Abhiyan will be a coordinated effort by 12 different ministers including Rural Development, Panchayat Raj, Mines, Drinking Water and Sanitation, Road Transport and Highways, Environment, Petroleum, Railway, and Natural gas, Telecom, Border Roads, New and Renewable Energy, and Agriculture.
Conclusion
A scheme like Garib Kalyan Rojgar yojana is much needed as per the current situation of the migrant worker.
However, the success of the program depends upon whether its benefit reached the migrant workers in time.
The government should also create a database of migrant workers that could be used in the future to create a social security system for them.
